How to motivate students

Hello fellow choir directors!
I am currently student teaching at a high school that has a very blessed and gifted music program. I can tell a good number of students have a love, passion, and talent for music. However, there are about an equal number of students that are less motivated and either do not participate or (as per the women's choir) are reluctant to make much noise. I have recently tried encouraging some of the students that I am not here to judge their voices but to help them.
I am just curious about if there are any sort of positive motivation techniques out there beyond trying to program upbeat or catchy music (as some students do not quite have the capacities to handle such music)?
